 For long there has been a public outcry that the Rich are buying the UNEB/PLE/UCE/UACE certificates from the poor but very bright and clever and talented students of P7/S4/S6 and then going ahead to enter higher institutions of learning  while using the forged academic papers.

Now the Ministry of Education is making change and for the first time, yes there is change andthe succesful candidate who passes his exams will get his certificate with his foto printed there. thats GOOD NEWS for Uganda. May be there will be a reduction in pipo using BICUPULI or false documents --- that seems to be the culture now developing in Uganda.

Hey guys, do you think the Ministry of Education is taking the step in the right direction?

Hey I like ua coining of the word - you call it  original BICUPULERS ! amazing and amuzing !

I just hope the new system works  -- but as some one has said, Ugandans are good at making Bicupuli : uh yes the will find a way to do it better  i.e. to dodge the detectors of the forged (Bicupuli) certificates.

Wot a waste of time!! There is a chance that some of the Min. Of Education employees tasked with making these certificates r in these positions thanks 2 their chupulistic papers. Who said they won't make chupulistic certificates, 4tos & all?

I just like the new Ugandan English coming up - the way u and k_raw have coined the new words for the exercise of forging certificates.

1-   k_raw calls them BICUPULERS

2-  and Kaks calls them CHUPULISTIC papers and or certificates.

A human being is a human being and for sure as you say its the very pipo in the printery of these certificates who will forge them. Uneb has this problem all the time -- they keep asking themselves and we keep wondering and asking them and ourselves:

: who leaks the UNEB exams   to the few teachers or students even before the official exams timetable is officially put out

---- and now its becoming clearer and clearer that it must be the INSIDERS  <>  the BATAKA  BA UNEB  <>   the BAANA BOMUNJU  <>   who sponsor it all.
