Could it be the case as sited in the report from AFD
"the project is facing one complaint, which has been accepted for compliance review within the Bank’s Independent Review Mechanism (IRM)
framework, an accountability mechanism with a mandate to respond to
claims from people adversely affected by projects financed by the Bank
Group, and thereby giving an additional voice to the people living in
the areas where it operates. The AfDB Compliance Review and Mediation
Unit received, on 16 May 2007, its first request from local NGOs and
individuals for a compliance review of the Bujagali Hydropower Project
and the Bujagali Interconnection Project in Uganda. The request alleged
non-compliance with Bank Group policies applicable to the assessment of
hydrological risks, the environmental protection, the projects’
economics, including affordability and alternative analyses,
consultations with affected peoples on resettlement and compensation,
and cultural and spiritual issues. The IRM Panel’s report on the
Bujagali project compliance review is currently being prepared.
